Nineteen of Daniil Medvedev's 21 championships have been achieved on hard courts
A comeback Daniil Medvedev won his maiden title for 882 days with victory over opponent Moutet in the tournament title decider.
The athlete, a former world number one, has had a difficult period, winning just a single victory at the major tournaments and undergoing a setback at the US Open.
Medvedev's inconsistency on the ATP Tour - and difficulties with his service game in specific - led to him exiting of the world's top 10 and ultimately parting ways with former mentor Cervara.
Now collaborating with Thomas Johansson and Rohan Goetzke, he has gradually progressed in the last few weeks - climaxing in a closely contested three-set triumph over Frenchman Moutet.
This represents Medvedev's initial trophy following the Rome competition and first on a hard court after spring of the previous year.
Success also means Medvedev has secured 21 victories at twenty-one various tournaments.
"It's the first time I'm at a tournament with my both daughters together, so to get a trophy is especially meaningful," said world number 14 Medvedev.
"This championship is in dedication of my second daughter her name, because the maiden victory I got when my older daughter her name was born was for her."
The athlete, the past champion, had failed in his last six title deciders, featuring in the German tournament previously this season.
His counter-punching strategy and frequent emotional displays on court had prompted commentators to wonder if his ability to compete at the highest level was finished.
But the athlete has made changes in the last few weeks, striving to come to the net and compete positively, reinforced by an enhanced serve.
Medvedev came back from a deficit in the opening set against the tricky Moutet, securing four of the final five points to gain the advantage.
The competitors swapped breaks in the second set before Moutet, striving for his maiden professional title, gained dominance to push for a final set.
Moutet defended four initial opportunities in a competitive deciding set before the champion won the break to fifteen to close out the victory.
Appropriately, he earned victory with a point at the net, with his opponent unable to control a shot after a lengthy match.
